How an American-Ukrainian partnership came to back founders building in wartime Ukraine.

Green Flag Ventures was born from a shared conviction: Ukraine is not just a nation under siege, but a frontier of ingenuity and resilience. We saw the headlines. Then we saw the reality.

Deborah Fairlamb had been building inside Ukraine’s tech sector for years, in senior roles at UkraineInvest, the Ukrainian Startup Fund, and TechUkraine. That work helped the sector grow more than 30 percent a year for much of the past decade and remain the only one still expanding in wartime.

Justin Zeefe co-founded the U.S. threat intelligence firm Nisos after a decade in American government, mostly overseas. A volunteer aid trip to Ukraine in April 2022 changed his trajectory: he found a country choosing to fight for a future built on self-determination and innovation, and founders building that future.

Most investors fixate on red flags. We named the fund for the green ones: the signals of opportunity hiding in plain sight. Ukraine is full of them.

We are not an impact fund. We exist to drive returns for our investors, and we are also motivated by the return on courage. Ukraine is fighting for all of Europe, and we’re here to help build.
